Managing Budgets for Vulnerable Individuals

Children & Families of Iowa’s (CFI) Protective Payee Services (PPS) provides services to individuals unable to manage financial responsibilities independently, helping them live as independently as possible. PPS serves individuals who may require assistance with financial management due to various disabilities, including mental health conditions, basic skills deficiencies, and older adults vulnerable to financial exploitation. CFI is a representative organizational payee and follows Social Security guidelines for representative payees.

Services Provided

CFI’s PPS works with individuals to develop financial plans based on their needs. This is done by:

Establishing budgets.

Managing financial accounts.

Create ongoing monthly budget.

Provide analysis on existing bills and outstanding debt.

Provide all banking cashflow needs for client.

Advocate with referring agencies, case managers, creditors and other parties involved.

Payee Applications

Completed application can be brought into the Payee Office at CFI or emailed directly to [email protected]. Please read the instructions below and click the button to get the applications.

Please click the link to see the packet with information, instructions, and forms for Children & Families of Iowa to become a payee for someone. The SSA 787 needs to be filled out by a mental health doctor, if possible. Their primary physician can fill this out if no mental health doctor is involved. The form needs to be faxed directly to SS from the doctor’s office (fax # in instructions); ensure the SS # is on the form. This form being sent to SS is key. If they do not receive this form, the process will be delayed.

The application needs to be legible and completed in detail as all questions are ask my SS. The additional forms need to be reviewed with and signed by the prospective client. If the client has a guardian, the guardian’s signature is needed on forms, and a copy of their guardianship papers is required at the time of application.

Applications are completed with SS every three (3) weeks.  Please note this process, unfortunately, does not have a quick turnaround time.  It takes at least 45-60 days if all information has been turned in and 787 is at SS at the time of the application.
